2025 Competition Updates

UPDATE 12/8/2025

On December 8, HUD withdrew the previously posted FY 2025 CoC NOFO. Language on the HUD CoC Program website indicates that HUD intends to revise and reissue the FY2025 NOFO.

 

At this time, it is unclear when HUD will reissue the NOFO, the timeline that will be required from communities at the time of reissue, and any changes that will be included. We are actively monitoring this development and will share updates as soon as they are available. The CoC is committed to reducing unnecessary burdens on applicants when the revised NOFO is released. At this time, and with the information we have, we believe that proceeding with the local competition will ensure that our CoC is in the best possible position to respond to a reissued NOFO. The deadline for local applications is still December 9th at 11:59 PM. However, the CoC will pause the scoring of project applications and the Review and Rank panel meeting until HUD reissues the NOFO. Based on the policies and the priorities in the reissued NOFO, the CoC may need to amend the current local applications materials and request additional or new information from applicants.

 

Updates will be provided as soon as there is new information to share.

On November 13, 2025, HUD released the 2025 Continuum of Care Program Competition Notice of Funding Opportunity (NOFO) with applications due to HUD on January 14, 2026

 

This year’s competition represents a significant shift from previous years and introduces substantial structural and programmatic changes. Some of these changes include:

  • No more than 30% of a CoC’s Annual Renewal Demand may now be used for permanent housing, including permanent supportive housing (PSH) and rapid rehousing (RRH).

  • Tier 1 is 30% of Annual Renewal Demand (ARD), signaling a highly competitive national competition.

  • Eligible project types have been expanded to allow new transitional housing (TH) projects and supportive services only (SSO) projects, including for street outreach.

Local Competition for CoC Funding is Now Open

The CoC encourages agencies not previously funded with CoC funds to apply!​​​

$115,758 is available for new transitional housing or supportive service projects

Up to $202,803 is available for new transitional housing or coordinated entry for victims of Domestic Violence
